How to Submit Software

Organizations, vendors, or governments who have software that potentially aligns with GovStack’s specifications can submit a compliance assessment to be considered for listing in the GovStack catalog. To qualify for listing, the software must achieve at least Level 1 in either the Requirement or API compliance categories.

Submission Process (3 Phases)

1/ Awareness and Relevance

  • Understand the compliance process (you are on this page).
  • Identify which Building Blocks your software may map to.

2/ Self-Assessment and Submission

  • Deployment Compliance: Submit container documentation or deployment metadata via form.
  • API Compliance: Submit reports or results from the API test harness (guidance provided).
  • Requirement Specification Compliance: Conduct a fit-gap analysis against required features and cross-cutting requirements, and submit via form.
  • Submitting one or more of these creates a Jira ticket, which you can track.

3/ Review and Listing

  • GovStack team verifies completeness and plausibility of the submission.
  • If accepted, your software is listed on GovStack.global with its compliance level and a link to the full report on testing.govstack.global.
Benefits for Submitters
  • Visibility in the GovStack software catalog.
  • Evidence of alignment to open standards.
  • Easier adoption by governments seeking compliant components.
Summary / Takeaway

Submitting your software and achieving a compliance level helps validate your solution in a global marketplace of interoperable building-block software, promotes transparency, and supports broader adoption.

What is Building Block Software?

Building Block Software is any solution that implements one or more GovStack Building Blocks. It ensures that digital services can be built faster, reused, and scaled across contexts.

How is Compliance
Measured?

Solutions are evaluated across three areas: deployment, API standards, and requirement specifications. Compliance levels show how closely a product follows GovStack guidelines.
