Technical Specifications Release Manager

Start of employment:  ASAP

Location: hybrid/remote  

GovStack was founded by Estonia, Germany, International Telecommunication Union (ITU), and DIAL in 2020. The initiative supports countries and organizations with building cost-effective and efficient digital public services that are easy to scale, so that citizens can seamlessly access health records, manage identity documents, make digital payments, and utilise other government services. The GovStack approach is based on the SDG Digital Investment Framework and promotes the use of interoperable, generic, and reusable “building blocks” to digitalize any service. By offering governments and institutions essential tools and guidance for digital services design and implementation that are based on international best practices, GovStack makes it easier, faster, and more reliable for national, municipal, or local stakeholders to implement digital government services.   

Since its foundation, GovStack has engaged with more than 20 countries in different regions of the world and has mobilized a community of more than 260 experts and specialists to contribute to development of reliable, secure, and effective digital services.   

GovStack is looking for a Technical Specifications Release Manager for one or more working groups by which the technical specifications of Building Blocks are being drafted. The Technical Specifications Release Manager will be responsible for overseeing and managing the prioritization of issues, requests, or incidents with regards to the technical specifications. He/She will also lead the process of review and publication.  

 

Responsibilities of the role: 

  • Lead the review and publication process of GovStack’s technical specifications.  
  • Support creating working group’s backlogs and managing respective Jira tickets. 
  • Monitor the progress of open issues and ensure they are resolved in a timely manner. 
  • Read through specifications and provide feedback (format and where possible content) 
  • Manage the GovStack GitBook environment to follow common layout and formatting standards among all released specifications 
  • Act as a liaison between working group members, working group lead and the broader tech community to ensure issues and pull requests are routed to the right person for resolution. 
  • Active collaboration with GovStack CTO. Participation in general architecture related workgroups if deemed necessary by the CTO. 
  • Support the working group in the documentation, moderation of working group meetings, drafting of presentations and administrative tasks if needed. 
  • Continuously analyze the triage process to identify bottlenecks or inefficiencies and suggest improvements. 

Required skills and competencies: 

  • Experience in standardization initiatives 
  • Experience in the use of project or release management tools: Github, Gitbook, Jira and Confluence. 
  • Experience in coordinating cross-functional work teams 
  • Experience in technical writing or requirement documentation 
  • Experience in IT community work 
  • Excellent English skills – both written and spoken. 
  • Social compatibility: a respectful and result-oriented team player with good communication skills.

Digital Identity Solutions Architect/ Digital Identity Working Group Lead

Responsibilities of the role: 

  • Providing digital identity related architecture vision for GovStack 
  • Providing architectural leadership for the Digital Identity specification working group. 
  • Active participation and involvement in the working groups and specification development of digital identity related specifications, including E-Signature and Wallet. 
  • Defining principles and rules for the development of Digital Identity related specifications. 
  • Active collaboration with GovStack CTO. Participation in general architecture related workgroups if deemed necessary by the CTO. 
  • Representing GovStack in technically oriented events, delivering presentations and participating in panels related to the domain. 

Required skills and competencies: 

  • Technical knowledge of digital identity technologies and related architectural principles 
  • Knowledge of eIDAS regulation and its technical implementations.  
  • Social compatibility: a respectful and result-oriented team player with good communication skills 
  • Proven experience in coordinating and leading technical working groups 
  • Excellent English skills – both written and spoken. 

Preferred skills, competences and experience: 

  • Practical experience from the public sector in relation to digital identity and/or wallet domain 
  • Awareness and knowledge of OSIA, an ITU related standard
