From Registries to Trust: Registries 3.0-alpha and The Road Ahead for Governed Registries

We are proud to announce the release for the upcoming version of the Registries Building Block 3.0-alpha.

The release is a result of the combined Registration and Digital Registries Working Group that formed between July 2025 and February 2026; the team discussed terminology and scope of the Registries Building Block and reviewed the current BB structure to reflect GovSpecs 2.0 Architecture.

Since February, the team have discussed a re-scope of both the Registries and Registration BB and opened articles for public comment. This pre-release represents the direction in which the Working Group will take the Registries and Registration solutions’ space, which will propose a base data contract as a scaffold to data interoperability between different Registration platforms, making data integrate-able across different sectors. This is aimed to support governments to compile data under the Once-Only Principle, by providing space for semantically describing data, making it data registries pipeline-ready for policy analysis or citizen centered design.

For the 2026-2027 cycle, the Working Group will work on re-structuring the specification and service APIs under this principle and hand-in-hand with existing and prospective registries and registrations solutions in the e-government spaces, as well as government implementers of digital registries. The group is also joining the Cross Functional Identity Group in developing the Trust Framework Reference Architecture, an instrument that will guide governments in developing a set of agreed-upon rules, standards, and legal or technical requirements to reliably verify and rely on each other’s identities, credentials, or claims without needing to establish trust from scratch each time. Registries are the base data from which identities are created, so the Group will work in defining registries governance and the creation of potential new features such as the derivation of verified credentials or the creation of identities from base registries.
