In September 2019, Ukraine embarked on its digital transformation journey by establishing the Ministry of Digital Transformation (MDT), aiming to streamline bureaucratic processes for citizens and civil servants. To date, over 90% of high-demand public services have been successfully digitized. 

Following the Russian invasion in 2022, over 10 million people were displaced, many without documents, which risked overwhelming government offices in resettlement areas and potentially slowing down offline services. Digital solutions were crucial in alleviating this pressure. Today, Ukraine’s Ministry of Digital Transformation is partnering with GovStack, demonstrating its leadership in digital transformation. 

GovStack Approach 

While public services in Ukraine are accessible through digital front-end solutions, many lack fully developed digital backends, such as registries, automated business processes, and critical IT components like data security and cybersecurity infrastructure. The Platform of Registries (now Diia.Engine) has been developed too address these challenges, and GovStack and Ukraine have partnered to evaluate the Platform of Registries:  A detailed fit-gap analysis was conducted, revealing that the Platform of Registries currently covers 70% of GovStack specifications, positioning it as a strong foundation for future development. This collaboration marks significant progress toward ensuring full compliance with GovStack standards.
